The Department of Administration contracts with the Wisconsin BadgerNet Access Alliance (WBAA), a consortium of telephone companies throughout the state.  The WBAA provides statewide network services to governmental agencies, public and private schools, universities, colleges, and Indian tribes throughout the State of Wisconsin.  This statewide network is known as the BadgerNet Converged Network or BCN.

Universal Service Administrative Company (USAC)

Universal Service Administrative Company (USAC) administers the Universal Service Fund which provides communities across the United States with affordable telecommunications services.  The Schools and Libraries Program (also known as E-Rate) of USAC is intended to ensure that schools and libraries have access to affordable telecommunications and information services.
